via a software update. Currently it is rolling out in stages across Europe, but barring any issues with it, the update should go global shortly after.
In addition to HTC Sense 6 UI, you’ll also get Extreme Power Saving Mode, better camera and improved BlinkFeed. Here is the full change log:

The Sense 6 update for One mini weighs about 500MB and is available to the KitKat-running One mini units in selected markets. We expect it to rollout globally in the upcoming weeks.
We want to remind you the original HTC One (M7) and HTC One Max already got the Sense 6 treatment, so if you have one of those devices, you may want to check for an update.
